    3S技术在水库划界和水资源保护中的应用

    Application of 3S technology in reservoir delineation and water resources protection

    • 摘要: 划定水利工程管理与保护范围边界和实行严格的水资源保护是近几年水利行业重点开展的工作之一,阐述了利用3S(RS,GIS,GPS)技术,为水库划界和水资源保护服务,采用卫星遥感数据初步划定保护范围边界,确定航测范围;开展无人机航测工作,获得数字高程模型(DEM)和正射影像图(DOM),再利用GIS技术划定水库管理和保护范围边界;基于航测成果,解译违法违章嫌疑区;遥感反演水库水质,分析水质污染分布及其与违法违章行为的关系;开发信息管理系统,为水行政执法,保护水资源服务。并以东江上游龙川县境内的枫树坝水库为例,介绍3S技术在水库划界和水资源保护应用中的技术路线、无人机航测、管理与保护范围划界、嫌疑区解译、水质反演、信息系统开发,为类似水利工程提供借鉴。

       

      Abstract: Boundaries determination for water conservancy project management and water resources protection is one of the key tasks in the water conservancy industry in recent years. The purpose of this study is to apply 3S technology for reservoir delineation and water resources protection services. The technical method is to delineate the boundary of protection area and determine the range of aerial survey by satellite remote sensing data. Carry out unmanned aerial vehicle aerial photogrammetry to obtain DOM and DEM, and then using GIS technology to delineate boundaries for reservoir management and water resources protection. The suspected illegal areas are studied based on aerial survey results. Reservoir water quality is analyzed by remote sensing, and the distribution of water quality pollution and its relation to illegal behavior are analyzed. The information management system for water administrative law enforcement is developed to provide the services for water resources protection. Taking the Fengshuba reservoir as an example, this paper introduces the application of 3S technology in reservoir demarcation and water resources protection, UAV aerial survey, management and protection range delimitation, suspected District interpretation, inversion, and developing water quality information system; 3S technology provides the reference to the similar water conservancy project.
