    数据模型驱动的城市防洪调度数据底板构建

    Construction of data substrate for urban flood dispatching driven by data models

    • 摘要: 为对天津市防洪调度提供及时、准确的数据决策支撑,以水利对象数据模型为核心,组织形成城市级防洪调度数据资源体系,以河道、水库、蓄滞洪区等为核心实体对象,构建含流域防洪、市区排水、山洪灾害、沿海防潮、应急水量调度、雨洪资源利用调度为一体的数据关联模型,以“汇—存—治—用”的数据治理思路,建立天津市防汛调度应急指挥平台数据底板,支撑防洪“四预”(预报、预警、预演、预案)调度、应急水量调度、雨洪资源利用调度和防洪调度移动应用。

       

      Abstract: To provide timely and accurate data decision support for flood dispatching in Tianjin City, a city-level flood dispatching data resource systems has been organized, centered around a water sector object data model. With rivers, reservoirs, and flood detention areas as core entities, a data association model integrating basinwide flood control, urban drainage, flash flood disasters, coastal tide prevention, emergency water volume dispatching, and rainwater and flood resource utilization dispatching has been constructed. Following the data governance approach of "collection-storage-management-utilization", a data backbone for Tianjin's flood dispatching and emergency command platform has been established, supporting flood dispatching of FEDE (forecasting, early warning, drill, and emergency plan), emergency water dispatching, rainwater and flood resource utilization dispatching, and mobile applications for flood dispatching.
