    基于多源信息融合的矩阵式靶向洪水风险预警体系构建与应用

    Construction and application of matrix based targeted flood risk early warning system based on multi-source information fusion

    • 摘要: 特殊的地理气候条件和复杂的河湖水系,致使安徽省水旱灾害频发。据统计,安徽省境内大洪水发生频率约5年一遇,防洪薄弱的中小河流、中小型水库、山洪易发区在遭遇局地强降雨时面对超标准洪水的概率更大。结合近几年实践经验,安徽省充分利用气象、测雨雷达、雨水情监测成果、山洪调查评价及洪水预报成果等多源信息,将中小河流、中小型水库、山洪易发区等预警对象与“天空地”三道防线融合,从雨前、雨中、水位上涨3个阶段,形成了“临近预报预警—实时监测预警—现地预警”的递进式预警模式,构建了矩阵式靶向洪水风险预警体系,实现了随水文要素时序变化的分阶段递进预警,在近年来安徽省防洪减灾中发挥了显著的效益。
