Abstract:
The application of emerging technologies such as big data, cloud computing, and digital twins in flood management has greatly improved the ability of flood forecasting and warning, providing new ideas for flood prevention and disaster reduction in the new era. In order to respond to the call of the Henan Provincial Government for the construction of "five pre" measures for flood management (forecasting, judgment in advance, early warning, emergency plan, drilling), and to implement the guiding spirit of the "July 20" extremely heavy rainstorm disaster investigation report rectification and post disaster reconstruction symposium of the Zhengzhou Municipal Party Committee and the Zhengzhou Municipal People's Government, the construction of the "five pre" system for flood management in Zhengzhou City is conducted according to the characteristics of numerous rivers and complex water systems. This article is based on the concept of "Five Pre" and summarizes the overall architecture of the "Five Pre" system for flood control in Zhengzhou from the perspectives of monitoring perception and support platforms. It introduces the main functions of the "Five Pre" modules for flood forecasting, prediction, early warning, drilling, and emergency plans. The establishment of this system is of great significance for improving the disaster prevention and early warning capabilities of Zhengzhou City, enhancing its response to sudden flood disasters, effectively reducing disaster losses, ensuring the economical and social stability, and providing reference and guidance for the construction of smart water governance in large cities.
