    基于水量平衡的分洪河流系统治理措施效益评估研究

    Study on benefit assessment of treatment measures for flood diversion river system based on water balance

    • 摘要: 科学评估中小河流分洪工程系统治理效益至关重要。基于水量平衡原理提出了分洪河流系统治理措施效益评估方法,并以巢湖流域牛屯河为例,分析了2020年梅雨期牛屯河系统治理工程实施前后巢湖流域通过牛屯河有效外排水量变化情况,结合流域经济社会实际情况,估算了工程的抗洪减灾效益。结果显示牛屯河系统治理工程实施后,可减小巢湖闸上、裕溪河流域破圩面积分别为0.27万hm2和0.15万hm2,减小洪涝灾害损失约6.57亿元。研究表明,基于增加安全泄量和提高堤防防洪标准的中小河流分洪工程系统治理措施可以有效降低洪水损失,形成良好分洪效益,并为分洪河流系统治理措施研究提供新的思路。

       

      Abstract: It is very important to scientifically evaluate the management benefits of flood diversion systems of medium and smallsized rivers. Based on the principle of water balance, this paper puts forward the benefit evaluation method of flood diversion river systems control measures, and takes Niutun River in Chaohu Basin as an example to analyze the changes of effective external drainage through Niutun River in Chaohu Basin before and after the implementation of the Niutun River system control project during the Meiyu period in 2020. Combined with the actual economic and social conditions of the basin, the flood defense and disaster reduction benefits of the project are estimated. The results show that after the implementation of the Niutun River system control project, the broken area above Chaohu Gate and in Yuxi River Basins can be reduced to 2 687 hm2 and 1 473 hm2 respectively, and the loss of flood disaster can be reduced to about 657 million yuan. The study shows that the control measures of flood diversion system of small and medium-sized rivers based on increasing the safety discharge and improving the flood control standard of embankments can effectively reduce flood losses, form good flood diversion benefits, and provide a new idea for the study of the control measures of flood diversion river system.
