    山洪灾害动态预警指标分析技术框架

    Technical framework for dynamic early warning index analysis of flash flood disasters

    • 摘要: 山洪灾害预警指标分析是开展山洪灾害预报预警工作的重要依据。结合山洪灾害风险预警和实时动态预警需求,提出了不同阶段动态预警指标分析的内容要求和关键技术方法,在山洪灾害调查评价等工作基础上,对应预报降雨、实时监测降雨和水位等信息源,考虑土壤含水量对产汇流的影响,分析确定不同前期降雨或土壤含水量状态下的动态预警指标,为我国山洪灾害多阶段动态预警体系构建提供参考。

       

      Abstract: The analysis of flash flood disaster warning index provides an important basis for flash flood disaster forecasting and warning. According to the requirements for flash flood risk warning and real-time dynamic warning, the work contents and key technologies are proposed for corresponding warning periods. On basis of flash flood disaster investigation and evaluation results, the dynamic warning indices with various antecedent rainfall or soil moisture content are determined, considering the influence of soil moisture on runoff yield and confluence processes at small catchment scale, and making full use of various information sources(e.g., forecasting rainfall, real-time monitoring rainfall and water level). The study is expected to provide references for the construction of multi-stage dynamic warning system of flash flood disaster in China.
